This is the present-day Maruhage Empire, as it was at the start of the series. Weaker in comparison to the other empires that pop up, this empire mainly gained its power from the conquests of the previous leader, and now it just routinely shaves everybody who has hair. The leader, Tsuru Tsurulina IV, is more of a strategist than a fighter, and will run away if someone threatens his rule. However, his minions are fairly strong, ranging from Tokoro Tennosuke, a shapeshifting jelly-man, to Giga, an insane art collector who can transform people into statues.
